Key Development Projects
Restoration GardensAIRS/Empire Homes of Maryland (EHM) is in the predevelopment phase for a $7+ million permanent, supportive housing project for homeless youth ages 18-24. Restoration Gardens is located in Southern Park Heights at the site of the old Springhill Elementary School. The program is being created by AIRS and partners, and the building is being developed by EHM.

- Center for Fathers, Families and Workforce Development (CFFWD)
- Empire Homes of Maryland (EHM)
- Fellowship of Lights (FOL)
- Mayor's Office of Employment Development (MOED)
- Mid-Atlantic Association of Youth and Families
- Park Heights Community Health Alliance (PHCHA)
Working with the Johns Hopkins Institute for Policies Studies, this collaboration developed a white paper outlining the issue of street dwelling youth in Baltimore and strategies to respond effectively - the development of a Drop-In Center, transitional and permanent housing.
Charles North Housing
In 2003, AIRS, Inc. received a Section 811 fund reservation for the acquisition and rehabilitation of 20 one-bedroom units located in five separate buildings. As the sponsor, AIRS wrote, prepared and presented the application and its various components to include, the initial application, firm commitment packet and the closing packet.
In December 2004, AIRS acquired, renovated and leased a four unit property in Historic Catonsville (Baltimore County) using HOME and Supportive Housing Program funds. The project cost approximately $450,000 to complete and now provides affordable housing to individuals and families with disabilities who earn below 30% of median income.
Other funds are used to cover the cost of the supportive services that are provided trough tenant contributions.
In 2003, AIRS, Inc. received a Section 811 fund reservation for the acquisition and rehabilitation of 20 one-bedroom units located in five separate buildings. AIRS/EHM established a separate owner entity, filed for 501(c) (3) designations and obtained a $1.18M bridge loan from Enterprise Housing Financial Services to acquire the project properties and maintain site control through the lengthy settlement process. This was all completed by AIRS/EHM staff.

Lauraville
In 2002, AIRS acquired, renovated, and leased a four bedroom single family home in the Lauraville community, using funds from HOPWA, Maryland Affordable Housing Trust, and foundation, and community support. The project costs were approximately $250,000.
With this house, a single mother was able to be reunited with her 4 children.
DM, Inc.
In 1992, AIRS and St. Ambrose Housing Aid Center cooperatively participated on a Section 811 application to acquire and rehabilitate the Don Miller Homes, (our two assisted living facilities) and the Bolton Hill apartments. As required by HUD, the two organizations formed DM, Inc. to operate those facilities.
With AIRS as the lead agency, that project has operated successfully for more than a decade. The 4 buildings have remained financially viable due to effective property management working seamlessly with supportive services.
